The ISBN on this edition does belong to a hardcover, and you can contact support and ask them to create the hardcover. Whichever route you take, this is not a duplicate and needs not be removed.
2) Even if I could replace an ISBN (and I can't) it would very obviously be against policy. We don't change formats. We don't change covers. We definitely don't (and can't) change valid ISBNs. If you have a good reason to believe ISBN 9789113081403 is incorrect, maybe support will delete it.
(Not to speak of the fact that even if we went along with all this, we could not use ISBN 9786177654147 on any edition, since deleting an edition does not free the ISBN.)
1) Delete this duplicate edition https://www.goodreads.com/book/show/1...
2) Once done, replace the existing ISBN of the main edition https://www.goodreads.com/book/show/4... with this one 9786177654147 (it used to be assigned to a duplicate you have just removed)
