YA Fantasy series, protagonist is female who learns to fly and is manipulated but gods who are ascended humans. Read around 2007. Spoilers.

Protagonist develops the ability to fly and joins others with powers to become a religious leader. I believe there are four or five of these leaders, all with differing powers supposedly granted by the gods. I seem to remember the setting was not in modern times. Those with powers can speak telepathically with the gods.

There is comparable different civilisation with leaders who have also been granted powers by 'different' gods. Both believe the other to be heretics. However the gods turn out to be the same, pitting the civilisations against each other for their own amusement. The gods are former humans with powers who eventually ascended. I think there were four or five gods.

There is man who is in hiding from the gods, someone who also had powers but has changed form so they can't find him, he meets the protagonist.

Other details I can remember:

One of the gods likes to pleasure women sexually but cannot feel anything themselves. After which the women go mad as nothing earthly can equal the god's 'touch'.

The protagonist journeys to the other civilisation where she is briefly imprisoned. One of the gods is livid about his and scalds the person who imprisons them.

I believe that the the word dream or dreamweaver was use in one of the tiles, but none of my searches are helpful.
