I think the protagonist was a young man.
Whatever the substance is leaks from the lab and spreads - I remember a point where an animal (I think a dog?) is touched by the water and all the liquid in its body changes, killing it

I must have read this book in the mid 90s when I was young. My aunt gave it to me, so I imagine it's from the 80s or before. I don't remember the cover at all
