In Legend Born (book 1) of the Chronicles of Sirkara series by Laura Resnick - Amy's find.
I know this is a longshot, it's also my first time trying this in this group...I hope that I have done it correctly.
This was Fantasy Novel that I read in High School, age range is before 2006, if I had to guess the book is from the 80-90's range.
It's based in a world where there are ice (frost) lords, a fire (worshiping?) clan (group). The ice or frost lords are the dominate group.
I believe the that there are three main-ish characters, two male and a female. The female is from the fire group and can produce fire out of her hands. I think this was a rare trait.
The other two characters were swordsman type people I think.
The cover of the book shows two (maybe all three) of the characters, the woman has fire coming out of her hand.
A minor thing that I can think of is, that I think it it was on a shelf near some cat warrior series.

If I remember correctly one of the male characters jumps into a volcano, to fulfil a prophecy I think. The ice lords were trying to prevent this.
I think he also did it for romantic reasons? Thinking that there was some kind of goddess or deity that was the volcano.
