It’s about a bunch of people in fantasy setting, one of the objects had to watch out for a shapeshifting creature. The only giveaway was the eye wouldn’t shape-shift, and would remain as golden.

It had frogs, and dragon fire. Read in 90s.

Could it be Dragon Quest, also by Andy Dixon, from the same series? It has dragons, frogs and ends at a castle. But the shapeshifter whose eye stays the same colour is only in Sword Quest, as far as I can see, so perhaps you're mixing up the two books.
