It's a book about a city, in which the residents are playing a game. In the game, they get points for watching other people in different situations. The watched people did not have to know that. I remember the use of telescopes and binoculars and high-rise buildings (it is not High Rise by Ballard). There was a complex way to give and keep the score. The hero was a male. I read it before 1983.
