Their images are shared by their publishers. Also some of them even have Wikipedia pages. Could that be considered to be the part of the public domain?
Also if they are good enough where should I submit their photos?

Only if the image has a "Public domain" notice (e.g.: https://en.wikipedia.org/wiki/Julio_C..., see bottom right of the page). We cannot use images with any other copyright license, or with no clear/explicit license at all.
As mentioned before, you can also ask for permission from the authors (or copyright holders), that would be acceptable too.

I'm interested how can a common user add a profile image to author's profiles since some of them don't use Goodreads and their profiles were probably made by other people.
Which discussion board should I use to ask this for?
Also can we use any image from the internet we find about the said authors or there are specific guides for acceptable image sources like the ones for the book covers?
Sorry if this questions were asked before but I couldn't find any post about this topic.
