Finding a Children's Book on Matchstick Sculptures!!

Hi!

I'm trying to find a book about an old man who lives next to a noisy railroad. He makes massive sculptures out of matchsticks and has an issue with the train going by and shaking loose all of his work because the glue doesn't dry in time. By the end of the book, the train's conductor has realized the problem and slowly drives by the old man's apartment and in thanks, he begins building a model of the train.

We need to know approx. how old this book is - when did you read it?

And is it a picture book (32 pages sort of deal), or a middle grade/early reader novel? (If the latter, is it illustrated at all?)
