There’s a female who has the ability to freeze time/control time in some way. As she continues develop her power a symbol (an hourglass?) starts to appear on her wrist (symbols start to appear on people’s wrists when their powers develop in this world?). But powers? are banned in this place? And anyone who has a power ability/symbol is killed? The female ends up joining a rebellion group who save people with powers (or something like that) and ends up falling for Jay? (at the end of the book turns out his real name was John or Jack or something like it).

Could it be the Crewel World series by Gennifer Albin? Book 1: Crewel. According to reviews, there is a love interest named Josten/Jost. But the hourglass symbol was branded onto the main character by her father, and it seems like her powers are desirable, so it might not be your book.
I'm doing this for my friend so I'm going to ask him. Thx. :-D
