Do you think the rule for the quarter quell had been in existence 74 years ago, or do you think it was made up at the spur of the moment because of the situation Panem was in?

It is quite obvious that President Snow formed that rule for the quarter quell because of the rebellion that was stirring.

It was def spur of the moment I think Snow needed something outrageous to get rid of Katniss to end the rebellion.

I think that it was spur of the moment because why else would he have pulled a card that read "victors against victors?" It just fit the situation so well so it must have been made up right there and then.
I think it was either spare of the moment or someone did come up with 74 years ago and they decided now was the perfect time to use it due to the situation Panem was in. Either way it was definitely rigged.
It dose not really show it in the book but in the movie it was showing how snow and pultrach were talking and how snow needed to eliminate Katniss. I think it was very much so intentional for katniss to die and do show for the future not to play around with the capitol.
I think it was created 74 years ago and only put into effect because of the situation at hand. I believe all the quarter quells were planned a long time ago, and whatever scenario they choose is dependant on what Panem's biggest problem is at that point (Whether it be the districts, the victors, etc).

There is no way that this was planned. President Snow knows the power Katniss has, and the way she can finally overthrow the capitol. He is scared because he knows she will be the last one standing, if he doesn't make something up to trap her to her death. b\But even then he fails, because he's stupid.
It was definitely spur of the moment and not planned 74 years ago, Snow doesn't run things honestly so he just said that but we all know he is bluffing.
I think it was in the spur of the moment because of the way Snow played his cards it definitely seems like something he would do. Plus it was just too perfect of a 'solution' to the situation Panem was in. It was a really messed up thing to do which is exactly why I think Snow made it up.
