Monk was a real ghost. We found out very little about him and his motives, other than money. That scene was there to discourage us from having any warm, fuzzy feelings for him, although I really think this character fascinated Garwood. He was all business when it came to his job. When the job went sideways, he bailed. He wasn't going to get caught. The Sowing Club was caught or killed, so there is justice in that.
I believe the author wanted us to know that Monk wasn't going to turn out to be the assassin with a heart of gold. He was a cold killer who did it for the money. I wasn't surprised that he got away. I also wasn't surprised that he took out John who seemingly got away.
