I never noticed a difference, but I guess I never went back to check. I am surprised though, since when you use the upload button it still saves all your other changes.
Corrine is right. When you use the "Upload Photo" button to add a cover image, there's no change comment. I have confirmed, in several tests, that the button works instantly and ignores the contents of the "change comment" box.The only way to attach a comment when you add a cover image is to use the "Save Changes" button at the bottom of the page.
This isn't obvious behavior, so each of us must learn it through experience. Alas.
I have never use the Save Changes button. I think I just click into another edit field and press enter, but have also used the Upload Cover button. It always saves the change comment. The below is not a recent change (Oct 2022) because I've been doing other work lately and I had to hunt through quite a few pages to find one.
By the way, I rarely use the Save Changes button for any changes because it is located inconveniently. I probably just click in another field from the change comment and press enter because it works and it is easier - no hunting around. It is the same with other edits. Just press enter in any field that doesn't accept a return - description, change comment, librarian note - to save edits.

I can just use the enter/return key to save my changes (and my comment) ??? Wow. My mind is also blown.I guess I'm a button clicker by nature. But if I want to walk on the wild side, I'll throw caution to the wind and use the enter/return key for a special treat.

I wish they would move the comment box up further, maybe on the side under the cover space. I always forget to write something in, and even when I don't, it's a pain to have to scroll all the way down when I'm just doing an edit at the top.
I wouldn't worry too much if you forget; as long as you're doing the right thing it isn't likely to come into question. (I've never had an issue.)
