Multiple Settings?

I'm a little curious and confused about the settings of books. I've noticed that now when you add the setting you can choose to make a new one or add to one that already exists. I was adding New York City, New York and noticed there are about 5 different settings, but they all say the same thing. Is there a way to merge settings? I'm thinking that someone could add the setting but if they don't actually click on the list that drops down when you typing, so it makes a new one. Please let me know what needs to be done, the rule or how I need to make sure I enter settings right from now on. Thanks.
