THANK YOU SO SO MUCH. My 5th-grade classmate lent me this book and I have searched for it for almost a decade. The other day, I spent hours searching for this book. I contacted Scholastic in case it was bought from the book club flyers they would hand out. I employed the hardest working search engine: Google and scrolled through many booklists and not one had it listed. I started wondering if maybe my memory merged different book plots together and it didn't really exist. But you found it! The one booklist that had it listed!!
The book is: 13 Treasures by Michelle Harrison
Everything matches, from the plot and the character descriptions to the book cover!
I can't thank you enough! Closure after a decade. :)

It's about a girl who goes to the fairy realm in search/in aid of her brother OR A mortal girl meets a red-head fairy in the human world while looking for her brother
The fairy, I distinctly remember has red hair
Some changeling thing was involved either the redhead or her brother
In the end, the fairy red-head returns to the fairy realm maybe with little boy
Also, the book's cover was greenish with a forest
(I vaguely recall a tunnel scene where she helps the fairy escape, but I'm not sure, so take that with a grain of salt)
NOTE: I did look at Faerie Heart by Livi Michael and from what I read, that doesn't look like the book but it was similar to it
