Children's Book: early 20th c., stick-figure doll becomes animated, befriends mermaids

I am posting this on behalf of my wife, who doesn't remember much more than is in the topic heading here. It was an old book, illustrated, a greenish-blue volume - and that's about it! It doesn't appear to have been anything by Margery Williams. - Thanks!

Not the same search but this reminded me of one of my favorite series as a kid (00-10s) "The Doll People" and there's specifically one "Dolls set sail" where there are mermaids on the front cover.
