- wands we’re basically twig shaped
- I think a character was named Nora
- boy can turn into a some kind of bird
- boy has to fly through some small portal in order to leave the world or something
- at least around 10 years ago

A long-shot guess - Severo's Intent by Fiona McIntosh? The main character is transported into a fantasy world where people can turn into birds (including himself), but not sure if the other details match.

Only the boy himself was able to transform into a bird and there was some sort of system for going back and forth between the two worlds if I remember correctly but thanks for trying.
