This was one of those "horse and girl" books marketed to tween/preteen girls. I hated those books and only got this one due to the supernatural/spooky element.

Written sometime BEFORE 2002.
The cover MAY have had a white horse/ghost horse running on a race track or a field.
It was a small paperback and I have no idea who wrote it.

Plot: A horse is being ridden in a race and either falls and trips or something else happens and the horse ends up going down and breaking it's neck/being put down. A girl sees the horse and somehow she figures out what happened. Criminal activity may have been involved.
