spoiler alert - a story i read from 2006-2013 about a girl who was given a phoenix shaped whistle by a witch doctor she was friendly with, it saved her from fire that killed her family but stopped her from growing up and lived to present with the same body and she can go back to the past using the whistle.

and she has a scar that has not healed from the fire, in the present she got 2 friends a girl & a boy that went with her to the past and had to wear that era clothes.

Kris, it was a teen book, about the age i think they were around 13-16. her family died when their house caught fire, but her brother who wasn't living with them survived if i remember correctly. i can't remember the cause of the fire.
i would say yes its a time travel novel.
