ABANDONED. Novel about weather system parking itself over an area of the East Coast

Years ago I read a novel about a weather system that parked itself above a town on the East Coast, and just stayed there. The snow piled up, the people were suffering, all hell broke loose ... and that's about all that stayed in my brain, though I remember it being very interesting. I know this isn't much to go on. Anyone?

What year did you read it? Were there paranormal aspects or was it realistic fiction?

Storm of the Century: An Original Screenplay by Stephen King? First produced as a TV miniseries, then the screenplay was published - I'm not sure if there was an actual novelization.
