I’m looking for a book I read when I was younger I remember what the cover looks like and tiny details about the book but can’t seem to find anything using google

When the wolf boy got sick the girl toke care of him and used her lips to check his temperature as her mother taught her how to do.
The boys brother is indebted to the evil Queen and that’s why he works with her his brother can turn into a black horse.
