Sci-Fi and Fantasy book about people making body modifications using plant fibers. (read 2013-2017)

I read a book a few years ago, and now I can’t remember the name of it, and I can’t seem to find the book anywhere. It was sort of a dystopian novel where people made modifications to themselves using plant tissues (i blew it was either wheat or corn). the story followed a number of different people in this world. A couple of the people were part of a group that had absolutely no modifications and they were kept separate from everyone else. I also think they were watched by people with wings. One day the wings on the guards fail and they start to fall out of the sky. I also seem to remember a kid who had a tail and helped study manatees. Anyway, some virus attacked the plant tissues and and made the modifications stop working. The rebel group that made the virus were people who hated the modifications and the virus ends up backfiring and killing them because they had modifications done when they were born to strengthen their hearts or lungs. I really want to reread the book but I can’t find it anywhere. thanks

Definitely a novel and not a short story? Because if a short story, I thought maybe Outlaw Bodies might be a contender?
