Weirdly sounds like something out of the Maximum Ride series but I can't remember the details!

The Sea and Summer, also published as Drowning Towers, by George Turner, has a child protagonist in an apartment block that is being flooded by rising sea levels. It is also Australian. Don't know about any mutes, though.

I did read it in Australia! But I also don’t think it was this book, but I will be reading the sea and the summer now because it sounds like a good recommendation. I think i read it around 2009 maybe and seemed newish also is probably for kids aged around 10 - 14?? Idk

The only one I know of might be Firefight, there was an animated Batman episode about that as well.
