白先勇 is his name in the original language (Chinese). "Hsien-yung Pai" and "Bai Xianyong" is romanized versions by Wade–Giles system (commonly used in Taiwan) and Hanyu Pinyin (commonly used by China Mainland).

But these are not distinct pen names by author's (or anyone's) intent. "Hsien-yung Pai" and "Bai Xianyong" are simply different romanized outputs of Chinese, which is also described in the first link.
