Short story about a king who buys (or owns) a failed amusement park

I believe I read this wonderful short story in either Harpers or the Atlantic is the late 1990s or early 2000s. It was about a king, a failed king, who I think lived in this dystopian world and he either owned or bought a failing amusement park. Maybe a jester was involved?
