A vivid scene was one where, as a kid, he pointed his finger (bang bang) at the crows on the high wire over the grass field outside his room. He would think them dead and they would die and fall off the wire. He began to understand empathy and responsibility using his new power.
(I vaguely remember the emotional scene as transitioning from the mild irritation of the crows to the guilt coming from the emptiness of killing something that had once been alive but no longer existed. The shock of switching something off inside the bird's brain that caused it to simply stop living. The plot developing into recognizing he could do the same to humans.)
It was a short paperback that I probably read in the 90s.
The character's name might have had Tremaine in it.
I keep thinking it was called The Killing of Crows, but that is probably misleading and just because that passage was so memorable or most likely illustrated on the cover of the book.
