Patron looking for Picture Book about Elephants Not Looking Up. Read around 2002.

I'm a librarian and a patron came in today looking for a picture book, and it has stumped us. What she remembers - she had it read to her in kindergarten roughly 20 years ago. It was about a herd of elephants who were snobby, I think, and too good to look up. A baby elephant hid from them on a hill and was able to hide because of the fact that they refused to look up. Seems to have a moral to it, could possibly be a folk tale? She still uses the phrase "elephants don't look up" to this day and would love to buy it for her nephew.

She was in the USA. She doesn't remember anything about the illustrations.

Just in case this jogs her memory.
Are the illustrations: simple or detailed, realistic or cartoon-like, painted watercolors or bold graphics, bright or dark colors? Do they remind her of a similar book illustrator?

I'm guessing she won't remember if it was a story within a larger volume, or a single picture book containing the one story...

My first thought was Ananse or Anansi stories (like A Story, a Story, but you can rule that one out, as I own it). :)

I don't know about this one, but this is the sort of thing I wondered about:
