Fantasy book about a main character who dont have time sense, but the countries around them all move time when they dont, Before 2017 i think

My dad is looking for this book its supposed to have themes like, fantasy, clocks, and an hourglass in it. Sorry for the lack of detail he didnt remember much and im posting this for him

Is the main character male or female? Age?

What country was your dad in when he read this book?

It's YA or teenage/kids, unsure what itd be classified as but the main character is a female teenager.

Everyone in the country has an internal clock and the countries around do too. Every country around suddenly have changed the time period they are in but not she.

He was in norway when he read it as he only reads books in norwegian so I know it must at least been translated to norwegian or originally been so.

Is it The Glass Sentence by S.E. Grove? Different countries exist in different time periods in history. It is the first book of a trilogy.
