There was a flood, war or both that wiped out most of civilization. Now it’s pretty much just the one city that’s leaders have decided unfettered communication is why the world fell apart. So you can only use certain words from a list of 100ish words. There’s a man that’s like the word keeper who manages words and him and his apprentice are the only ones that know and use off list words. The apprentice is a girl and the main character, her parents are dead and she starts investigating the leaders. Around the city in the surrounding forests there’s people who can’t talk or communicate at all supposedly because of the flood/war. I read it between 2017 and 2020.
