What exactly are you looking for? Game of Thrones without sex or gore leaves you with a fantasy tale full of political intrigues in a medieval setting. If it's murder mysteries in a medieval setting you're looking for, you might enjoy Ellis Peters' Cadfael books. "Gentlemen of the Road" by Michael Chabon may be interesting for you as well, or the First Law books by Joe Abercrombie.

You could also read the tales of Dunk and Egg by George RR Martin. They're short stories set in the same world as ASOIAF, but as I recall, they're more light-hearted and they don't involve sex.

How about Daughter of the Empire by Raymond Fiest and Jenny Wurts?
It has scheming, political intrigue and character growth. Some violence but nothing sexually explicit as far as I recall.
It doesn't have the sprawling cast of characters but I like the central focus on one person going from innocence to machiavellian scheming.

I was actually surprised how non-explicit this was, given the reputation it has garnered. I mean, there was a lot of sex happening, but not too much detail given if that makes any sense.

The only time the sex ever seemed explicit was a certain scene in Book 4.

Couldn't agree more. I'm reading it right now, and it does remind me of GoT series a lot. Multiple povs, unexpected plot twists etc.

Here's are afew suggestions that I think you should consider

- Throne of glass series by sarah J. Maas
- Falling Kingdoms by Morgan Rhodes
- The Demon King by Cinda Williams Chima
- Kiss of Deception by Mary E. Pearson

Most people consider Falling Kingdoms to be the YA version of GoT. The other books to have many similar aspects to GoT but with fewer explicit scenes. And trus me if you like fantasy, you will adore all these books
