Fantasy novel 9th in a series read around 1998-2001 with a magic sword and a pool of water that could scry on others

I read what seemed to be an older fantasy book that was unfortunately around the 9th book in a series without knowing it. There was a character (female) who poured water out into a puddle and was able to spy on others that way and there was another character (male) with a sword that was magical and I believe they were trying to keep that fact hidden. Magical or legendary or both? Either way, they didn't want it known it wasn't an ordinary sword.

I could have SWORN this book was called The Princess and the Mole but every time I look up that title nothing about it seems familiar.
