Roughly what year / decade do you think you read this? Wrapped was publushed in 2011 so it would be good to know if that's too late, e.g. if you're looking for something you read in the 80s or 90s.
There doesn't seem to be an artist in this book, but the unusual blue paint you mention might be lapis lazuli (a rare and expensive blue pigment), in case that helps with your search.
The female protagonist is very intelligent and speaks a bunch of languages, including Hebrew that a rabbi taught her (I remember this because at that time Hebrew was a dead language so I thought it was weird). I’m 90% she lives in England. She’s part of the landed gentry or nobility. She sneaks out to investigate a mystery or she’s some sort of spy? Maybe an amateur one, I don’t recall
Now, here’s where my memory goes super fuzzy and where I might be mixing books up. There is a male love interest, and I seem to remember that he’s an artist (he was hired to paint her portrait or something like that). He had some sort of unusual blue paint and really he was from a high class family but no one knew. I might be crazy but I remember this detail so out of context. If this is a thing but just in a different book, please let me know
