I read this when I was little, so around 2000-2004ish. There's a witch trying to create a monster or something, but then realized she forgot the eye of newt, so her creation is actually this sweet blond little girl that she's disgusted by. Eventually she learns to love her at the end of the book. I'm going crazy googling it and nothing pops up!
