post-apocalyptic/futuristic novel where zombies are the good guys

The protagonist is a girl living in a walled city ruled by an authoritarian government. There is a steampunk aesthetic in part of the city, but the scenery changes. Technology is advanced. Her father goes missing and she is looking for him. The city is "attacked" by zombies. It turns out they are rescuing her and her father is a hero to them. Her love interest is a zombie who used to be a soldier. He died while marching and continued marching and therefore has better mobility than most zombies. I think the zombies revolt against the government. (also apparently there is a discussion among the zombies about whether Jesus was the first zombie.)
