It's extremely similar enough to a book by Suzanne Collins called Gregor the Overlander that it's the only thing that pops up. A basic teenaged boy lives with his mom who's neglectful/scatter brained, and his younger sister, who's something like ten, and she takes care of the household because the mom doesn't. They have a dad who was some kind of scientist/scholar/inventor who either disappeared just as the book started or slightly before. At some point guy winds up in a secret underground city that has a completely separate society from the surface. The people are adapted to life underground and have steampunk technology which is scavenged from the surface. There are upper- and lower-class humans and a secret police that keeps order. It turns out that the sister wasn't actually his sister and is actually the daughter of high ranking secret police member and she was planted there as a spy. Teenager meets one of the high class families who has a pet hairless cat that's the size of a large dog and befriends the young son, also about ten. The teenager, the son, and the cat make it up to surface near the end of the book and I distinctly remember that both the boy and the cat had to wear sunglasses because the weren't used to that amount of light and the cat had to wear a sweater to keep from getting cold. There was no sentient rat or bat people. I think it was part of a series because I don't remember anything past that but I don't think I read the rest.
