I know for a FACT that the cover is a light cornflower blue with a broken snow globe in the middle. I've been trying to find this book for forever. Basically: It's sort of like The Giver, where you can should only have two kids, no one knows the system is flawed. The main character (who's a girl) has two other siblings rather than one. Outside this system, a party opposes the government. The parents are hiding something, and she knows.
