Genre: YA, Plot: kings and queens and politics but i remember two very specific scenes(written in comment) which might help

I had read it around 2017 or 2018 as a middle schooler in 7th or 8th grade but was unable to complete it. The school librarian had suggested it to me but she said that it might be kind of intense(I'm guessing for my age at the time) that particular comment might help with finding it. I actually ended up not completing the book but i remember because I did not like it at the time but I still think it was YA but it's highly possible it was adult too because of the politics ......but i remember two very specific scenes and they both seem to have been set in a mediaeval sort of period but i don't think the book was historical fiction.......the first scene had a dark setting and there was a girl who had run away from home and she was running away and it was raining heavily and then she fell and a person on horseback(or maybe people) came galloping after her to take her back and i think her father was one of those people but i am not really sure.......cut to the next scene i remember......it was an earlier chapter from the book and i remember that the chapter was only like 1 page (but it's possible I'm remembering incorrectly) there was a queen and an army commander (i think a general of sorts or some other high ranking army officer) who were making out(i don't remember if they were actually making out in that scene but there was certainly stuff going on) and i remember a very particular comment from the commander/general when he said something along the lines of: "she(the queen) has worn a dress that highlights her breasts/bosom for me(the general) and that dumb king thinks she(the queen) is wearing it for him(the king)" those probably aren't the exact words but that's a particular comment made by the guy i remember from that scene.......now a twist of sorts: I'm quite sure both scenes are from the same book but im not completely sure and there's a possibility that those two scenes are from two completely unrelated books.....but im still quite sure they are from the same book so i apologise in advance if you read this whole thing and try to figure out the book just to realise the scenes aren't even from the same book yet I'm confident that they are from the same book......I know the description it pretty ambiguous but im hoping someone could help me out regarding this.....thank you
