I think a law was rewritten or a declassified leading to them no longer being considered guilty and so they were freed and the book looks at what they did with their new found freedom, how many lead successful lives, how many re-offended, etc... I obviously need to reread it for the shocking amount of detail I'm able to give you all but hoping someone out there can help.
