The book is called Wilma's Wicked Revenge by Kaye Umansky.
I borrowed a copy from www.archive.org and it's definitely the one the Reddit user is looking for. Hopefully it's the one your customer is looking for as well! I also checked that it was available in cassette tape and it was (2000 and 2001 versions)

It looks like it's the same person asking. I have emailed them to check. But thank you so so much for your help. Once they reply I will update here to confirm whether it is the right book. We actually have the book available on CD from the library so they could even re-listen to it. (And it looks like Audible have it too.)

I work in a library (in UK) and one of our customers emailed us a request to find this book (sadly we changed our library system 7 years ago and lost all records before that):
"A children’s book about a witch, it sort of parodies a lot of fairy tales the main character is a little girl witch but she’s bad at it. And she has two witch sisters one of whom I think was an ice queen. I remember a lot of specific scenes from the book but almost nothing about the plot.
I think it would’ve been published in the 80s or 90s but I think it’s out of print now as it’s IMPOSSIBLE to find online.
We got a cassette tape of this book from your library in the early to mid 2000s. If you can give me any hints of what this book might be I would be so grateful. If you need any more info I will absolutely do my best it would be amazing to find this beloved childhood book after years of searching."
