Detective series set in America read around 2008

Struggling to remember specifics about these books other than tje detective was a man whose name began with a L. In one of the books, a female police woman becomes chief of the local department even though she was unqualified. This is because the previous chief was abusive to women. Another book focussed on snow / snow activities and mentioned sledding and building snowman (could have possibly hidden something in a Snowman). And the third book i remember had a group of friends and one woman was being stalked and at some point she finds a note saying "I'm in your backyard". She takes it literal and thinks someone is hiding in the bushes but it was actually refering to the fact the stalker was someone she knew. Apologies for the very vague descriptions, I will add more if I remember anything else. Thanks in advance!
