Main character is a girl who is about to be tested to decide which career she will have and which level she will live on in their underground city. Setting is future after a world war destroyed the surface forcing everyone surviving to move underground. City is kept in order by police men that can read minds and they are hated in the community. Main character has parents and a brother who is about to start school. Read the book a year or two ago and I think it was pretty new.

SPOILERS: During the test the main character shows she has the ability to read minds. She is placed on level one, the highest level you can reach in the city and she is sent off to train and learn how to use her abilities. She is given a group of soldiers that protect her and help her catch criminals or keep crimes from happening. City is led to believe that every police man can read minds but there are actually only a few and she is very needed. The mind readers are in charge of directing soldiers to stop any problems that arise.
