YA: Mother & teenage daughter, whose name I believe starts with a J (Josie?), do not age. They spend a number of years at this house and then move away only to return years later to the same house, calling themselves the aunt/cousin/distant relatives of the original pair. Have done so several times, returning to the same house in the same town. There are some in the town who are suspicious of the situation. I believe the story is told from another teen's or a child's point of view.

I don't remember why they don't age. I remember the difficulties of the teenager remaining eternally 13yo (or so), problems with acne, makeup, boys... and the mother explaining this to another character.

Read in the late 1980s or early 1990s in America.
