SOLVED. Children's Picture Book about a Frog who attempts to hold a party, but no one will come. Read in early 1990s. [s]

I read this book as a child in the early 90s. It is a picture book for children about a frog (I believe her name is Francesca) who wants to throw a party (possibly a tea party or birthday party). She goes to pains to send out invitations to everyone she knows but on the day of her party no one attends [and there are illustrations of all her lovely party goodies floating around her house]. However, none of her friends or neighbors will attend the party because her house is too wet and it has rained the day of her party .

Eventually she figures out that no one will come because of the wet (I think she may figure this out by talking with her animal neighbors?), and at the end of the book ends up having her party on dry land, and all her woodland/riverbank friends attend.
