What was unique about this story in comparison to the two earlier books? What’s made it similar?

It was much too similar to the previous two. But, what distinguished it from the others was Roxie’s relationship with Billy and how it transformed her. She was a different person pre and post Billy. After her beating, the story became more interesting.
