Author's note:
This book takes place in an alternate universe, Similar to ours but not identical, some major differences include the fact that while most Paranormals still conceal their identities from the general public, the governments are aware of the existence of Paranormals, and the ruling paranormal councils pf each continent have made certain treaties with the governments, one of these differences, of vital importance to these stories is the following.

Paranormal ruling 1:
Section A:
1. (age restricions) As Paranormals develop at different rates than normals, and have different lifespans, A Paranormal who has not come into their Paranormal abilities, Hereafter known as an 'Unawakened Paranormal' will be considered a minor for those laws which restrict activities minors can do. Similarly, Awakened Paranormals, those who have come into their powers, shall be considered Adults, with the laws for intoxicating substances: alcohol, tobacco, etc. remaining in place.
B: In instances where penalties for crimes differ, fines, prison sentences, etc. Representatives for the nation and the Paracouncil whose responsibility it is to police the Paranormals therein will determine the sentence appropriate for the crime, based on a comparison of average lifespans of the Paranormal race, and that of normal humans.
Fines will be the higher of the two.

Note 2: this story contains interracial sex, (as all paranormals in this story are human, albeit ones that followed different evolutionary paths, there is no interspecies sex.) some of which may seen gratitous but is actually within the characters' behavior. Please don't blame me for writing the characters the way I conceived them. Please note there is no sex between unawakened paranormals or minor normal characters, nor graphic descriptions of any sex. Although some characters may be underage by chronological age.

It's a publishable concept in the US. There is a PNR series that deals with similar arrangements between mortal government and Paranormal government. The series is Merry Gentry by Laurell K. Hamilton. It's an 9 book.series published from 2000 to 2014.
