Users are always welcome to start their own threads instead, and many do. The FAQ suggests doing so.
But some seem to be unwilling or unable to do that, and having a thread they can post to is better than having them post replies to other random threads.
As always, Goodreads Librarians are welcome to work on -- or ignore -- any requests they wish.

The main reason for both is that Librarians don't like doing them! (thanks to the Super who has just done a big tidy up in the This Book is not Mine thread)
In addition with the quotes, some would be better with their own thread - especially if the quote author is famous - more chance of someone who is a scholar of a particular author noticing.
Often quotes need a Super.
Difficult to skip posts.
Posts are frequently deleted so that the whole thread doesn't make sense.
