Does anyone know how long "temporary" is?

I've encountered this message a few times in the past days. My best guess is an hour or two, or maybe three. So far I didn't have to wait to the next day, so at least that's good :)

Not sure why y'all are hitting it more recently; there have not been any recent changes to the limit. But your count restarts after an hour.

I was not on GR for the last couple of days, but last week I got this message all the time, sometimes even after doing only 5 combines. And all were not-popular books, shelved by nobody or only a handful of users.
