It appears to be a novel-length entry. Only shorts and novellas get decimals in series on Goodreads.

If it's meant to be read in that order, in what way is it not part of the series? This seems to be an issue with the one currently (incorrectly) numbered as 14.5 as well. If they are part of the reading order, I suggest their numbering on Goodreads indicate that. So Blood Hunter as #10, current 10 becomes 11, etc. And 14.5 would be 16.
If you prefer, we can remove the spinoff books from this series, and create a second series called something like The Katverse which includes all the books from this series and the spinoffs, and only there have the numbering as I just suggested.

Yes, but the numbering issue would remain. Full-length books cannot have decimal numbering.

Because that is not Goodreads policy. We reserve decimals for novellas and shorts.

But also, I asked "Why" that is the case. I know you didn't set the policy, but it should still be important to understand why a rule is in place. Rules aren't rules just because they're rules. They need a reason. A purpose.
I can see no real reason that a full-length novel spin-off cannot receive a decimal. It just seems arbitrary.

Also, Gunmental Magic of the Kate Daniels Series is a full-length novel and listed as #5.5.

Why is this a policy? It doesn't seem to serve any real purpose.
If you dislike the policy, you are welcome to email in via the Contact Us link. Meanwhile, we need to fix the series to meet Goodreads standards.

Please just have Blood Hunter and Werewolves & Wizardry as additional, unnumbered content on the Kat Drummond Series page. I will let the blurbs describe the reading order.
