I mean, Gollum was holding the ring when he fell.... if he didn't fall then Frodo would've most likely gone insane like every other person who fell victim to the ring.

Frodo did go crazy right there at the edge and Sam couldn't overpower him so all seemed lost until Gollum came and stole the Ring then they fought for a minute and he fell in.
