Weird science "project" going on in small town

I have been looking for this specific book for years and have exhausted all other avenues that I know of. Help me, goodreads community. You're my only hope.

I am looking for a book about a small town sherif and his son. The wife/mother died years ago. She was a lab assistant to some mad scientist at the local college. Her death has put a strain on the father/son relationship.
The son begins dating the new lab assistant to said scientist.
Weird sitings of monsters begin to occur and deaths start popping up around town.

I know the book (paperback) is all white with an imprinted texture of like a zombie on it. Red blood/tears are coming down the face of that monster, out of its eyes.
