Spoilers ahead - This girl (say 'A') lives near the ocean, and people are scared of what lurks beyond. This community has a legend of another girl (say 'B') who got marks on her hand and then went crazy and went into the ocean. A gets the same scars and is hence terrified. She goes into the ocean and finds out that she can breathe underwater because of the marks. A meets B who turned out to be the ocean's queen and is looking for a bride for her son. 'A' gets all dolled up for the ocean prince, but she doesn't want to marry him and hence returns to being a human. She then confesses her interest in this human guy. Other details - when A got dressed, the ocean animals cleaner her fingernails with rocks, pinched her cheeks for the 'blush' effect, she once went to a palm reader/ psychic who says stories about A's hand scars. Read 2011-2014. All I remember was that it had a blue cover. Please help me find this book.
